    The part of the wings that cannot be changed in the dashboard can be changed in the resourcepack itself (The color also depends on the resourcepack as far as I know.).
    (reourcepackname\assets\minecraft\textures\entity\enderdragon)

    I hope you meant that, because you already have all RGB colors available.
