Animated resource packs don't work

Description
The animation of a resource pack doesn't work.
optifine 1.19.4:
You can see that the colors are changing from blue to red/orange in optifine 1.19.4 (minecraft launcher)
Labymod 1.19.4
You can see in labymod 1.19.4 that the color of the diamond block changes, but the diamond ore, diamond pickaxe, ender pearl etc. don't change.
It is pure coincidence that the diamond block does work. In other packs it does not.
